You need to buy licenses for all the processor cores in your physical server. There are minimum rules:
- At least 16 cores per server (even if you have fewer)
- At least 8 cores per processor (even if you have fewer)
- Licenses come in 2-core packs
For example, if you have 1 processor with 4 cores, you still need to buy licenses for 8 cores (the minimum). That means you need 4 packs of 2-core licenses.
Standard Edition: Comes with rights to run 2 virtual machines. If you want more virtual machines, you need to buy more licenses.
Datacenter Edition: Lets you run unlimited virtual machines. No matter how many you create, you don’t need extra licenses.
Think of Standard as a “2-car garage” and Datacenter as an “unlimited parking lot.”

Standard Edition: You get 2 virtual machines included. For each additional 2 virtual machines, you need to buy another full set of core licenses.
Datacenter Edition: All virtual machines are included. You only pay for the physical server cores once.
License stacking is like buying multiple movie tickets to bring more friends. With Windows Server Standard, each “ticket” (full license) lets you bring 2 virtual machines.
If you want 6 virtual machines, you need 3 full licenses (3 × 2 = 6 VMs). This means buying 3 times the number of core licenses for your physical server.
